Governor Skips Joint Session, Triggers Constitutional Face-off in Karnataka

Karnataka was plunged into a fresh constitutional and political confrontation after
Governor Thawar Chand Gehlot declined to address the joint session of the state legislature, a move that drew sharp criticism from the ruling Congress government and escalated tensions in the state’s governance.

State ministers accused the Governor of deviating from established constitutional conventions, arguing that addressing the joint sitting of the Assembly and Council is a key responsibility of the constitutional head. They said the refusal undermined democratic traditions and set an unhealthy precedent.

The Congress-led government maintained that the Governor’s action amounted to a breach of constitutional norms and reflected growing friction between Raj Bhavan and the elected government. Senior ministers asserted that such standoffs could disrupt legislative functioning and governance.

Opposition leaders, however, offered a more cautious response, calling for restraint and dialogue to prevent the situation from deteriorating further.

The episode has reignited debate over the limits of gubernatorial discretion and the balance of power between an elected government and the Governor, with constitutional experts closely watching how the impasse unfolds in the coming days.
